This is a big problem with resorts. When I went to Mexico earlier this year a lot of this was going on. People would put towels on chairs before going to bed and all day the next day still nobody there. They would come and sit there later in the afternoon. Its very inconsiderate of other guests and I don't think that the way to solve it is to also do it! There should be no "saving" if you're there you're there and if not, your not. Personal belongings however is different. Obviously your going to be right back and are probably getting a drink or getting rid of one. I haven't noticed this at Hedo but it was a very slow time when I was there. It will be busier when we go this year so hopefully it won't happen. Does it happen during busy times?

Here is a thread started earlier this year about the same topic. There were a lot of interesting views on there too.
