We noticed that they seemed to be paying visits to the ones who were busy on the beach (inconsistently as you said) during the day. Late afternoon and evening there was not much said. We also saw that the activity on the rafts went on without interference since they couldn't do much more than stand there and yell. They certainly weren't going in after them.

My wife suggested they post on an information board stating what is allowed where to avoid confusion. However, other guests said the rules and enforcement change depending on what group(s) are there at the time.
